What Is the September 11th Victim Compensation Fund?

The VCF was established by the federal government to provide financial compensation to individuals who were physically injured as a result of the 9/11 terrorist attacks or the rescue, recovery, and debris removal efforts that followed. The fund covers medical expenses, lost wages, and pain and suffering for eligible claimants.

You don't need to have been a first responder to qualify. Anyone who lived, worked, went to school, or was otherwise present at or near the World Trade Center site — or the Pentagon or Shanksville crash sites — between September 11, 2001, and May 30, 2002, may be eligible if they've since developed a covered health condition.

Covered Health Conditions Include

  • Cancers (68+ types including lung, skin, prostate, breast, thyroid, leukemia, lymphoma)
  • Respiratory conditions (asthma, COPD, chronic cough)
  • Digestive disorders (GERD, Barrett's esophagus)
  • Mesothelioma from asbestos exposure
  • Acute traumatic injuries from the attacks
  • Interstitial lung disease and pulmonary fibrosis

You May Be Eligible If...

The VCF extends well beyond first responders. You could be entitled to compensation if you fall into any of these categories.

First Responders & Recovery Workers

Firefighters, police officers, EMTs, construction workers, and volunteers who participated in rescue, recovery, or debris removal at any of the three crash sites.

Residents & Area Workers

Anyone who lived, worked, or attended school in Lower Manhattan or the designated NYC exposure zone during or after 9/11 through May 2002.

Survivors & Passersby

Individuals who were present in the area on 9/11 or in the months that followed — including commuters, tourists, and delivery workers who spent time in the exposure zone.

Important: NY Workers' Comp Registration Deadline — September 11, 2026

If you participated in WTC rescue, recovery, or clean-up operations, the deadline to register your participation with the NY State Workers' Compensation Board is September 11, 2026. Don't miss your window. Filing your VCF claim now also preserves your rights for future compensation if new conditions develop.

What Could You Recover?

Medical Expenses

Reimbursement for out-of-pocket medical costs related to your 9/11 condition, including surgeries, treatments, prescriptions, and ongoing care not covered by insurance.

Lost Earnings

Compensation for income lost due to your illness — including both past wages you've already missed and projected future earning capacity that's been diminished.

Pain & Suffering

Non-economic damages for the physical pain, emotional distress, and overall reduction in quality of life caused by your 9/11-related health condition.

Frequently Asked Questions

Do I need to be sick right now to register?
No. You can register with the VCF even if you haven't yet been diagnosed with a condition. Registration preserves your right to file a claim in the future and waives no legal rights.
I wasn't a first responder. Can I still qualify?
Absolutely. Anyone who lived, worked, went to school, or was present in the NYC exposure zone — including Lower Manhattan and parts of Brooklyn — between 9/11 and May 30, 2002 may be eligible.
How much compensation could I receive?
Awards vary based on the severity of your condition, your medical expenses, and lost earnings. The VCF has paid out over $9.8 billion to date across 74,000+ claims. Our team can give you a realistic estimate based on your specific situation.
What if my condition developed years after 9/11?
Many covered conditions — especially cancers — have long latency periods and are just now being diagnosed. The fund specifically accounts for this, and claims can be filed through October 1, 2090.
Do I need a lawyer to file a VCF claim?
While not legally required, having an experienced VCF attorney significantly improves your chances of receiving the full compensation you're owed. The claims process is complex, and our team handles everything on your behalf at no upfront cost.
